3. Purposes of processing and legal bases
Application Process
University of Applied Sciences Kaiserslautern processes personal data of applicants to check the admission requirements and for the purpose of carrying out the admission and enrollment process. Under certain conditions, this is also done by integrating hochschulstart.de from the Foundation for University Admissions. The legal basis for the tasks of the Foundation for University Admissions in relation to the dialogue-oriented service procedure are listed in Art. and in Section 2 Paragraph 1 No. 1 of the law establishing a foundation "Foundation for University Admissions". The associated state-specific legal basis for the procedure can be found in the procurement ordinances of the federal states and in the individual regulations of the universities.
Student Administration
After enrollment, University of Applied Sciences Kaiserslautern processes the students’ personal data for study purposes (teaching and research) and student administration, including planning and organization. The legal basis is Section 67 of the Rhineland-Palatinate Higher Education Act (HochSchG) i. In conjunction with §§ 24 f. of the enrollment regulations of University of Applied Sciences Kaiserslautern , § 3 LDSG and Article 6 Paragraph 1 Clause 1 Letter e, Paragraph 3 DS-GVO.
With the enrollment, the University of Applied Sciences Kaiserslautern provides the students with various software and other services for the duration of their studies, the use of which requires the processing of personal data of the students:
The University of Applied Sciences Kaiserslautern provides students with their own e-mail account for study purposes as an essential information medium, especially in relation to the University of Applied Sciences Kaiserslautern. The associated usage regulations regulate the handling and use of the e-mail account.
Student Advisory Service
University of Applied Sciences Kaiserslautern provides various advisory services to interested applicants and students. This takes place within the meaning of §§ 4, 24 HochSchG
After completing their studies, University of Applied Sciences Kaiserslautern processes the personal data of the exmatriculated students to promote and maintain contact with their graduates ("alumni/former work") in accordance with §§ 67 Paragraph 5 Sentence 2, 2 Paragraph 7 HochSchG i. In conjunction with Section 3 LDSG and Article 6 Paragraph 1 Clause 1 Letter e GDPR.
4. Categories of Personal Data
In the context of the processing of personal data of applicants and students, the categories of data listed in the enrollment are essentially affected: personal data, professional and practice-related data, primary study-related and university access-related data, semester data, university data, examination data, information about examinations that have definitely not been passed, address and company number of the health insurance company, health insurance status as well as information on military, civilian or development worker service and the completion of a social service year as well as the e-mail addresses of the students.
5. Data Source and Data Sharing
University of Applied Sciences Kaiserslautern processes data from applicants and students that is collected directly by University of Applied Sciences Kaiserslautern in relation to the persons concerned (e.g. receipt and use of application documents, etc.). In the case of an application via the dialogue-oriented service procedure (DoSV) of the Foundation for University Admissions, University of Applied Sciences Kaiserslautern receives data on the applicants from the Foundation for University Admissions (§ 9 Para. 12 Study Place Allocation Regulations Rhineland-Palatinate - StPVLVO).
Personal data of applicants or students is passed on to third parties within the framework of legal obligations, in particular in accordance with the enrollment regulations to the State Statistical Office and the responsible State Ministry or according to § 9 Para. 12 StPVLVO to the Foundation for University Admissions and the Electoral Officer the election officer for the elections to the committees of the student body.
Furthermore, the data collected is passed on within the university administration to the extent required, to the examination administration, the Office for Educational Support, the responsible department, the computer center and the library, in each case for the legitimate fulfillment of the tasks there.
A transfer of personal data of applicants or students to a so-called third country (i.e. not EU member states or EEA states) or an international organization takes place with the consent of the students concerned to the following extent:
- In the case of optional or mandatory semesters abroad, University of Applied Sciences Kaiserslautern transmits the following personal data of the students concerned to the respective international partner university for the purpose of continuing their studies: First name, last name, date of birth, gender, nationality, study cycle (Bachelor/Master), email address (HS Kaiserslautern Account), time of stay.
- In the case of participation in DAAD funding programs, University of Applied Sciences Kaiserslautern transmits the following personal data of the students concerned to the DAADAAD directly, depending on the funding program, or to the universities concerned using the Mobility Tool of the EU Commission via the German Academic Exchange Service (DAAD): Participants ID, Mobility ID, first name, last name, email address (HS Kaiserslautern account), date of birth, nationality, field of study, highest educational qualification, sending university including sending country, receiving university including receiving country, length of stay and, in addition, in the case of scholarships, gender, academic year , duration of funding, amount of funding, type of funding.
6. Duration of Storage and Data Deletion
University of Applied Sciences Kaiserslautern processes and stores personal data of applicants and students only for the period necessary to achieve the storage purpose, or if this is provided for in laws or regulations to which University of Applied Sciences Kaiserslautern is subject. Data stored during admission will be kept for as long as knowledge is required, but no longer than 60 years (§ 15 Para. 5 Registration Regulations).
The standard storage period for exams prepared by students is between 2 and 5 years, depending on the respective subject-specific examination regulations, 5 years for theses and 60 years for individual student files, each from the time of de-registration.
If the storage purpose no longer applies or if a storage period prescribed by law to which University of Applied Sciences Kaiserslautern is subject expires, the personal data will be routinely deleted or their processing restricted in accordance with the statutory provisions.
7. Rights
